据韩国京畿南部地区警察署在声明中称，相信黑客与研究人员所称的朝鲜的Kimsuky有关，他们向在美韩联合军事演习战争模拟中心从事的的韩国承包商发送了邮件攻击。并周日在声明中表示，已确认相关军事信息完好无损。
朝鲜此前曾否认参与任何网络攻击。根据研究人员所说，Kimsuky黑客长期以来一直使用“鱼叉式网络钓鱼”攻击，诱使目标泄露密码或点击附件或链接以加载恶意软件。
韩国警方和美国军方进行了联合调查，发现黑客攻击时所使用的IP地址与2014年针对韩国核反应堆运营商的黑客攻击中确认的IP地址相匹配。当时，韩国指责朝鲜是那次网络攻击的幕后黑手。
